OK, I read the PR again and...

although the headline is (once again) misleading that the rigs are near completion, the meat of the PR says that the "new" photos show near completion of the sub-structures and masts. So maybe they are just working on the sub-structures which may not require a lot of funding. It looks like the masts may have already been on hand and sitting around for a while as those pictures look like they were taken in the winter (bare trees, overcast skies, people wearing jackets).
