IMHO they are probably trying to sort out and negotiate the revenue due to the GOSL. The company, quite rightfully will say that until the gold is refind and all the costings have been carried out the the taxes paid should ONLY be on profit. The same deal as with % to the Chief.
The business culture in SL and dealing with government is far from the same as western countries.
