No, and No. A lot of good research doesn't get published. There can be numerous minor reason that it doesn't happen. It can also can many times take longer then a month. It is generally reviewed by a panel or group and this in itself can sometimes be cumbersome. I would bet though when most people announce the have an abstract for submission it is going to be published. You can often get a general nod with a few hurdles to be cleared. My guess this is where they are at and it is just a matter of time.
