requirements

#1. All share structures should be made 100% public and accurate or else there should be a halt in trading

#2. Only audited financials should be allowed, unaudited financials results in trading halt or suspension

#3. $.0001 should be lowest price, any 5th digit trading should result in halt or suspension

#4. Any penny stock should be capped at 10B shares, further increases should result in halt or investigations

there are plenty more and anyone else can add to the list, but those should warrant a good start
