Wow! That's got to be an intentional draining. We've had a LOT of rain out here lately. Have to wonder if when the picture was taken, perhaps they had drained it down in advance of the expected rains. I do that with my lake all the time to save the dam.

Edit: I wonder if it has anything to do with the earthquake my wife told me she'd heard hit somewhere in Missouri very recently.
