I was able to buy at J2T. But then I went to Live Chat and asked if it was non-DTC eligible. They said it is, that there would be a settlement fee.

You can buy but can't sell without paying the settlement fee.

Once they realize it is on the list, they should prevent others from buying. But until they put that in their system, you can still buy.
