The West bank is a disputed territory subject to final peace negotiations with all the Arab countries still at war with Israel (namely, Syria, Iraq and Saudi Arabia. Only Egypt and Jordan signed peace agreements, and no part of the peace agreement with Jordan (the prior authority in the West Bank) provides for other authority in the West bank but Israel. It may not have been wise to have those settlements, but I am sure that many will argue if long term that was or not wise. It surely is not a violation of international law.
