Deflation is really an economy killer ... once you instill that idea where spending is bad, you upset the whole deal ... so to fend it off, what else can you do but devalue, once again, your fiat construct .... but then, thing is, if the other currency blocs are also having a hard time, against what could you devalue your own paper?
