Unfortunately this investigation will be seen by some as retribution on the part of the gov't. If, as the gov't claims, the investigation of S&P began before the rating agency's downgrade of U.S. debt, it's not clear to me why FITCH and MOODY's are also not being investigated - all three rating agencies passed garbage mtgs off as AAA.
If anything, the recent downgrade of U.S. debt by S&P could be seen as retribution for the gov't investigating them/their practices - afterall, although all three rating agencies have similar data, FITCH and MOODY's did not downgrade U.S. debt.
