MNTA sellers: the number of shares sold by far exceeds that bought by the buyer institutions. Should we assume individuals are the buyers?

I recently followed another well-regarded and successful biotech (in Europe) where historical institutional investors sold massively at any opportunity, taking 50%+ losses from what I knew to be their cost. It really feels like the funds have a major need for cash these days...
