Understand these are not "basic" hurdles. Have you ever submitted to NIJ? I would guess no, and unless you or anyone err has then you cannot judge the process. There are many posts addressing the obstacles they have faced in this. you can not be happy about where it is in the process but there is nothing anyone can do about it at this point except wait.
