They should have solved the problem for the "small family farmer" when slick willie was Pres as the DEMS wanted a $5million limit but the Repubs wanted no tax. It was an election issue as the Repubs did not want it passed during an Presidential election year. Hence the difficulty in getting it done when all we can see is bigger and bigger deficits.
