TAs that are not gagged by their clients typically are able to provide this infomation in my understanding.

It's also my understanding that TAs that are gagged in any way (O/S and/or float) are a sign of dilution that the company is attempting to hide. Such stocks should be avoided by investors and traders from what I have learned.
