I used to use a horse hypodermic when I lived in an area that was subject to such pests. Gotta do it before you see the damage however. Once they get to chawing noticably, the damage is done. Inject into the node where the first leaf stems begin to emerge. It's hollow in there and the liquid just travels about killing the little suckers.
You can also wind strips of womens hosiery around the first four or so inches of stem where it comes out of the ground. Doing both will pretty much guarantee the little varmints no safe refuge.
