As usual, inaccurate. Hong Kong has, like many other countries, has banned e-cigs.
Hong Kong has a different administrative structure to mainland China, in fact you have to go through immigration and customs twice between Hong Kong and the mainland.
Most e-cigs are manufactured in the Shenzeng Special Administrative Zone, where Hop-on claims to have an office (It's certainly not at the address that was touted at the time, I know because I went there).
