There are certain features that have been discussed here before that won't work on the current iteration of iOS, which require the app to take control of certain default features, and is something PhoneGuard requires. I mean remember, PhoneGuard needs to block everything. iOS5 is a lot more flexible in this area, and I think they have it working on iOS 5 already but the "delay" is really just waiting for the final version of iOS 5.

iOS 5 is already in beta 4 I think, so they can easily have something developed in it already, they just can't release it until the final version of the operating system is "official" and ready for download.

All of this is just my opinion though, and it could easily just be that they're hard at work developing it for iOS 4, who knows.
