Could be. But you need more proof than a delayed dividend or a shirtless, stoner CEO to say something unethical is happening, or more that something is fraudulent.

Now if they don't delivery on this last PR and bring contracts in the time frame they're talking about, then it gets worse, because they did give a timeframe this time.
