I would be interested to know who this "one paid tout" was and who it was that was meant to have paid them. Do you know that? The web site doesn't say, and a one line entry on an unofficial web site is not proof of anything. I could create a web site and write whatever I wanted in order to justify my personal opinions or (worse) manipulate other peoples' opinions... and sadly many do! Furthermore, if you (or the web site you have cited as your factual reference) is suggesting that there was a pump and dump scam operating on KAT Exploration on or around 10th May this year then can I respectfully suggest that it wasn't a very successful one? ;o)
If by "pump and dump" you mean that the company itself or its officers are involved in deliberately misleading its investors then I am absolutely certain that you are wrong, although of course it is impossible for me to prove that, since one cannot prove a negative. I have spoken at length and on many occasions to Ken Stead and to others who are involved in KAT Exploration and they have told me more than enough for me to be sure that there is not one shred of possibility that they are anything other than what they say they are.
Of course others must do their own DD and will need to reach their own conclusions. I would suggest a good start point for anyone who is genuinely concerned about whether KAT Exploration is a scam or not would be to look at the careers and CVs of each of the Board level directors, just like your P&D web site suggests. Additionally you could check to see whether the activity in the financials matches with proven activity on the ground. The above is all readily available and verifiable.
