Dr. Kukkokken,

Last week’s announcement about the pellets being manufactured and tested as part of the plans to build a pellet mill in the Dominican Republic with General Biofuels was welcome news to many longs who have faith in you to bring this vision to pass. The purpose of this email is to discuss public information about General Biofuels who is responsible for financing this joint venture.

Can you assure VSPC/VGREF shareholders that General Biofuels has the ability hold up their end of the project? Here's why I ask;

I sent emails to Ruby Sahiwal in February asking about some concerns I had based information from the Secretary of State of California. Instead of answering specific questions about his private companies, he directed me to his Linkedin profile to find out more information about him. He said he would not discuss his private companies without a NDA. I agreed, but he never responded.

His Linkedin profile says he is currently Chairman at Accelcia Business Systems, Inc. There is also a link to the company website which claims it has a World Headquarters as well as a US Operations center in 2 different locations in California. An entity search with the state reveals Accelcia has lost the right to do business in California. The right was lost prior to him directing me to Linkedin in February.

In a recent PR you said General Biofuels is based in the California Bay area. An entity search of the state’s website reveals no records for General Biofuels. This is an excerpt from the MOU PR last February;

VIASPACE and General Biofuels have been in discussions for nine months. VIASPACE and General Biofuels have discussed the project with large potential customers in Europe during meetings in February. One potential customer has already tested Giant King Grass.

General Biofuels, headquartered in the Bay Area of California, will act as the lead developer and operator; procure land, obtain debt and equity financing, engineering, procurement and construction (EPC) contracts, and credit enhancements. VIASPACE will provide source material, and nursery and plantation development for the Giant King Grass.

In the 9 months prior to announcing the MOU, did you ever visit the General Biofuels headquarters? Is General Biofuels registered in another name in California?

A few weeks ago I sent you an email about another claim made by General Biofuels Canada, which is headquartered in the Vancouver area according to the website. You never responded, so I will ask again for you to respond.

An article written the same day you announced the General Biofuels MOU said a wood pellet mill slated to be built in Terrace, Canada by General Biofuels was never started, and an option to purchase the land from the City of Terrace for the project was never exercised, and has since expired.

The MOU PR from February claimed General Biofuels is active in Canada. What exactly are they actively doing?

The same article suggesting the Terrace project was abandoned by General Biofuels also questions the claim that they source wood in the Terrace area. What do they source wood for? Did you tour a facilty they have in Canada or elsewhere?

Recent releases from VSPC suggest the joint venture is moving forward, and that you are getting some serious interest. Long term investors see this as welcome news.

Can you assure investors that General Biofuels is who you and they claim to be? Can you tell investors General Biofuels, headquartered in the California Bay area according to a VSPC PR, is registered to do business in the state of California?

Can you reveal to investors what General Biofuels is currently actively doing in Canada?

Can General Biofuels bring such a project to completion in the Domincan Republic based on your observations and knowledge of their business activities? You aren't just taking Ruby's word for it, are you?

I think it would be a shame to release a PR about preliminary approvals in the Dominican Republic with great fanfare, only to have the project abandoned there like it was in Terrace, Canada. I'm sure you want to put any doubts to rest and have no desire to lead investors on about a company with no known business activities in California or Canada that can be verified except by VIASPACE. I tried to find out, but was asked to sign a NDA.

I'm sure you signed a NDA as well with General Biofuels. Is it null and void if you if you find out you are doing business, or may plan to do business with an unregistered business in California, which apparently VSPC is......unless you have other information that I'm sure Mr. Sahiwal would allow you to release to clear any misconceptions someone may have based on public information provided by the state of California.

Lastly, in light of recent trading suspensions by the SEC because of inaccurate information being released, I’m sure you want to assure the investing public that you have full faith and confidence in General Biofuels and their ability to bring this joint venture to pass, as well as all information provided by VSPC about them was verified before being released, or is being verified promptly.

P.S. This email will be posted on an IHUB board linked below. Posters there are known to detest FRAUD of any kind, as they should. They love sending information to the SEC that they find suspect. If General Biofuels is not on the up and up, I'm sure the SEC will be notified.
