Badog, If Addax drills and hits oil in Block 4 but does not hit the stand alone elephant that would justify spending the money on infrastucture to bring oil to production. Addax/SNP has tied up major working capital waiting for blocks 1,2,3 to be developed. Developing the JDZ one block at a time makes sense to me. Plus as each well is drilled new data is attained, helping located the next prospect. If plans are to create another Apko field, it would make sense to this investor to start in block one and methodically work your way to the furthest point. but what do I know.
