I did not hear him say that in any of his interviews.
I would not impute belief that to him.

Also, the price of oil was driven up by "fear speculation"
during the time he began making those comments. He was thus implying that the price was being manipulated by media propaganda.

I have not addressed any of my remarks to the separate issue of gasoline refinery capacity.

One might ask in a industry dominated by giant multi national oil companies with extremely long range planing horizons how a shortage of refinery capacity could ever develop?

It is clear that the price of oil and gasoline is being manipulated by cartel actions which are against the antitrust laws of this countery and many other countries.
