Most brokerages route their orders through ETMM (ETrade) or NITE; some through UBSS; fewer through HDSN (Hudson). Virtually none of them route orders through VNDM or VFIN. So when you see those two on the offer, it is clear they are there only to stop a run or encourage a decline.
