It means the stock price is determined by the last price the stock is traded at...typically bullish if there are more buyers than sellers.
I can attest that there is at least one buyer trying to buy above the current price and I did not get filled for over 7 minutes. That gives the MMs an opportunity to manipulate what is happening with the stock.
I'm usually not one to yell out "MM MANIPULATION" but I can only say what I just witnessed.
