Higher costs per BTU passed along to the consumer to subsidize the jobs. Why build in Berlin in the first place? Because it helps the local job market with the entire PSNH base helping subsidize the jobs. Add in Fed tax credits, maybe future carbon credits (currently dead). The timber lobbyists are then happy.

NG may not be renewable, but the US is floating on 100 yrs of estimated reserves. PSNH for $250M would have the option of building a new facility anywhere in the state if they are allowed to build per the Bungy post. Could easily be scaled up in MWs produced. Far less pollution than any oil or coal PSNH is running. They become more eco friendly than currently.

The downside - doesn't do much for the timber industry. Can't plug into Fed renewable credits. Political lobby pressure?

If the goal was for PSNH to gain control over the IPPs, then why not just do nothing? No long term PPAs, and eventually they croke. PSNH can then volunteer to ride in on the white horse, snatching up all for pennies on the bankrupcy dollar.
