I think part of the problem is the cost of the project has ballooned from $100 million to $250 million. Cate Street has lost all their "wiggle room" to absorb new costs and maintain their estimated profit margin. This is why I think PSNH is maneuvering to take over the project themselves. This is just my personal opinion.
