Has there been an announcement from POSC that says the private financing has been secured, and is in the bank?

The city vote is not about location, it's about cutting large checks and offering incentitives. I'm suggesting that if Pat has done his job and really secured ALL the private financing, the vote will be easy! If not, then the vote will be contingent on Pat securing the private financing.
Before I send you 55 million, I would have to TRUST that you can execute your business plan.
Your a city Mayor and I come to you with a plan to locate a business in your community. I have all the private financing secured. Are you going to turn me away. But then I say, in order to move to your community, I'm looking for some incentitives to help me get this off the ground, here's how much I need to make this happen. The city then weighs the investment against the positive monetary impact, all having nothing to do with physical location.
