Bolivia break in two? Leaving the capital La Paz, the mountains and mountain lakes with the Indians and leaving the lowland jungle regions with the oil to %20 percent of the people of Euro decent. Hmmm...Looking at a map it seems that only there is only one major road in the lowlands. It goes to Brazil. Who has been building pipelines and where do they go? I believe Bechtel has a monopoly on the water rights in the mountain regions.
