Your earlier argument was based on homeless people being institutionalized. If that were to occur wouldn't we need more institutions?

You can do that now but you have to petition the court and prove to them that the person in question is a threat to himself or others. It's an expensive, arduous, time consuming process, so most families just give up. Meanwhile the person who needs the help winds up on the streets, without treatment or medication. Thats why I keep reiterating that we need some programs in between what used to be and what we have now.
