Who has profits which would cause one to pay taxes?

There was that guy who claimed 40% appreciation over the holidays. Also, if someone received an inheritance or won the lottery or sold his business or commerical real estate.

Nothings preventing him from paying taxes from equity holdings.

I see the way large states with major deficits in budgets seem to know who has been paying the bills with in past 10 years. It has been upper income people with capital gains taxes or estate taxes payments. I am sure they are going to up the ante on higher income people and inheritances to bridge any shortfalls.
