My research indicates that the last time the cal legislature voted on it, it was 77 to 0 in one chamber and 31-2 in the other. I don't see that dramatic a change in opinion of the Cal legislature but I have a feeling the uncertainty surrounding the QAF's has something to do with the ridiculous low price we are at.
