As far as I know, iHub allows members to say whatever they want through PM, as many times as they want. All they will say is "ignore them", so members are free to PM all the active members of a stock board with insults, and it won't matter. Each new participant to a specific board can receive an insulting private message from the same member, and there are no repercussions.
