You're not thinking correctly. Willingham's plan to actually give something to commons was vetoed.

Do you know what that means? The only chance commons had to receive something from the prefs as part of a settlement is now gone.

I didn't think it was that hard to understand. Commons are now MUCH worse off.

I'm just pissed that Willingham thought he could get away with it. Which is why he should be fired or forced to resign. Good thing the other members of the EC have a brain.
