He means 3 times in a 5 day period and it's a SEC rule, not particular to any broker. It applies to everyone of us with less than 25k in our accounts. That rule is the very reason why people lose money and why the rich get richer. It should be everyone's goal to get above 30k so you can trade freely, like the way it should be.
