By the same token there are "mad" Israelis who will not allow anything to stand in the way of a Greater Israel. People like these do not see innocent civilians, they see targets. By killing civilians one induces fear and hate. In the case of Dresden the point was to punish Germany. With the Palestians the hope is that fear will stop immigration to Israel and even cause emmigation. The Palestinians make a large mistake because Israel is the "Home", there is nowhere else for many. The settlers, especially the ones from the former Soviet countries, hope by attacking innocent Palestinians to drive them from the West Bank. They also make a mistake because there is no home for the Palestians to return to. The continuation of current US policy will ensure the seeking of WMD by many in the third world. For every Saddam in power there are a dozen waiting to take his place. They do not care about their people, they care about themselves and their power. Does Saddam have powerful weapons? I would guess yes. It is absolutely beyond belief to think that someone with the wealth and desire of a Saddam or an Ayatollah could not have dealt with someone in the Russian Mafia or military to acquire a few of the 40,000 weapons produced by the Soviets. The disorder that was ongoing for many years makes this a certaintity. Many would say that if that is the case these devices would have already been used. I do not think that Saddam even during the worst of Desert Storm would have used such weapons knowing that his complete and utter destruction would follow.
