In fact the PLO parliament has never repealed the parts of the PLO charter that call for the destruction of Israel. they had all the time after OSLO to do this

And the saudis "plan" did not even accept UN 242 which calls for defensible borders and not full withdrawal from all "land". UN 242 is a very interpretable and oblique set of words. The saudis only stated that they would normalize relationships.
