Starvation in NK is government induced. They have a policy of extraction from peasants which is very similar to the ill fated one enforced by Mao during the GLF and the communes. That one led to the death of tens of million of people and eventually led to the Cultural Revolution.
The NK government is a lunatic dictatorship which is starving its own people and can survive only by duress toward its own population. That government is a corpse waiting to be buried by history.
They are very limited in what they can do in foreign relations, and even China is telling them to cool off and let the UN people do the job.
I think this situation will be resolved diplomatically.
