Syl, the difference is quite clear, while from time to time the IDF causes collateral damage, they do not target non combatant civilians, the terrorists target innocent and rarely go "face to face" against Israeli combatants. Targeting innocent civilians has one purpose only, sawing terror. Applying the law by arresting or eliminating the declared terrorist is, by UN charter, self defense.
