I am sure that carter and willie would agree with you that even though NK was in complete disregard of the agreement, we should have continued to supply them with all the oil, food, and anything else they need - after all, deep down they are really nice guys.

Yep - it's all Bush's fault for expecting them to uphold their end of the agreement as the sine qua non of the US upholding its end.
