Mike, as I understand it there are 4 levels. Level IV for AP round protection and higher velocity ammo/rifles.
NIJ-06: I believe 06 refers to the year. 2006 was when the new more stringent standard was first proposed including weathering testing. I think it officially went into effect in something like Nov/Dec 2009.
