Microsoft has varianted code fo x86 as it is. You have MMX, SSE, SSE2 and the rest.

I imagine that there are more variants for ARM and that there are multiple variants in the same time frame.

I also suppose that Microsoft doesn't want to have to dig into the SOGs for each ARM processor to find all the little quirks that individual processor variants have if ARM producers even produce that document.
