Show me where it is false. Private waste corps are much more responsive than municipal ones. Private firms are more responsive to the retail customers because I can change to a different waste co any time I want to. Private firms are more responsive to the municipality because if they fail to meet the licensing requirements then they will no longer be allowed operate in the municipality. The municipal waste dept is not responsive because they have a monopoly. They can not be fired by the retail customer or by the municipal governing body. Furthermore they have no reason to innovate because they do not need to.
