You don't get fines. The people from the litter service may take samples from time to time and if they find metals or e-waste in your garbage -bin it simply stays. That's your problem then. The system may look complicated but if you get used to it, it is easy to handle.
It is to elaborate to explain it here but it has less to zero to do with a different legislation which btw is in many points very comparable, at least when it comes to public law..

If we had the same uninhabited landmass like the US we would probably be behind the times too.
