I don't think it does, basically it says we have your offer (unsolicited) and the Government acknowledged it with a written letter (that the company tried to pass off as "the first approval") and there are no other bidders (which should raise some questions) I don't see any aspect of a firm commitment or firm ongoing negotiations just the company approaching the Government with an proposal. My opinion is at this stage after the Jockey's death the Government will move very very carefully and not to fast to keep public opinion on their side with what ever they decide to do with the race track. JMO
