well that's exactly the game he's playing. throwing PRs on the board using words that are subject to interpretation. and so letting the people argue about what he really meant and in the meanwhile filling his pockets on a far away/distant promise. all big religions are based on that principle and looking at the world history we might say that it works. there's no longer any excuse for any delay or whatsoever.
