That makes some sense. I think access to better information is important as well, the "in" crowd (unless you included that in "tools").

When I gave my list of who "they" might be, it wasn't any in particular that are "they" then? It is the "smart money" (talented ones and "in" crowd) in each of the money groups that are "they".
