i would hazard a guess Anbar Province is 95% feircely anti-american. This is "Never Forget Fallujah" country.
So the Ministry of Defense is given to an ex-baathist that fled Iraq in 1984 and did not return until after March 2003.

They wanted an influential Sunni in as the Ministry Defense? I think not, Kurds and Shias approved what could be the most non influential Sunni they could get.
