The nature of fractional reserve banking and the monetization of interest bearing debt is such that at any one time there is not enough money in circulation (the broader money supply) to repay all the debt. Unless borrowing continues,the economy expands, and cap util is high (expansion), the money supply will contract of itself (deflation).
