D.inkie I don't understand what your question is about....

Strata Flash is Intels linear NOR flash....for the most part it functions with the "Persistent Storage Manager" which does not require hardware(controller). You would compare this to devices that require hardware such as Compactflash that utilize the ATA controller interface standard extensions from the hard drive business.
The "Persistent Storage Manager" was basically devised for WindowsCE.

You can't compare MOS to Strataflash...they're two different animals.
