OT Question: "computers in the same office"

Zeev,

Could you please give a short & simple description of the
signals from satellites used in the global-positioning system.

If i make the assumption that any signal can carry data,
and under water communication without the use of a wire,
for example a submarine, is limited by the water absorbing
the signal, what building materials that an office may be
surrounded by would prevent using the global-positioning system.
