I understand that you are saying TECA can be a IPO for Agilyx.
BUt that won't be till 2012. If you look at Agilyx recent Press release.
Agilyx Raises $22 Million To Turn Plastics (Back) Into Oil

A Portland area startup selling patented systems that turn plastic trash into synthetic crude oil, Agilyx, closed a $22 million series B round, the company revealed on Thursday. The systems (image below) look like the kind of equipment you’d see in a brewery

Now Look at this article

Green EnviroTech gets $5M boost
Green EnviroTech, which is publicly traded, hopes to create about 125 jobs in Sheboygan and will spend $22 million to get its local plant running.
The company's Sheboygan operations will be housed inside a 288,000-square-foot factory on the city's north side that International Automotive Components recently closed.

Notice the $22 million in Agilyx Press Release and in WCRM will spend the same amount of $22 million.
